Intro to the Kentucky article on vertical integration!
For months I asked a simple question:
Who owns what?
The answer was always:
“Management agreements.”
They refused to release those agreements…
Then the state released more records.
Now we’re seeing ownership reviews, transfer approvals, fines, regulatory violations, operational control, and records they said didn’t exist but they now released and I didn’t even request them.
Funny how sometimes the best evidence comes from the people trying to answer a different question.
