December 11, 2025 11:54 AM Missed call and voicemail from an Assistant Attorney General in the PAC office requesting confirmation on whether IDFPR had responded to my FOIA request that has been pending in PAC review for several weeks.

December 11, 2025 12:04 PM Returned his call and confirmed that IDFPR has not responded. He stated he would be sending a follow-up inquiry to IDFPR later today and would cc me on the communication. He was professional, courteous, and transparent throughout the call.

December 11, 2025 3:33 pm IDFPR’s new FOIA Officer emails me and the PAC Office admitting my 11/18 request was “overlooked” during a staff transition and asks for five more business days to respond.

December 18, 2025 5:09 pm IDFPR response to the Public Access Counselor stating that no mandatory referrals or external reports were made.

December 18, 2025 6:04 pm, following a written PAC response in which IDFPR admitted it failed to carry out mandatory regulatory reporting and enforcement duties, a formal misconduct complaint was filed with the Illinois Office of Executive Inspector General.

December 19, 2025 9:23 AM Following a written admission that mandatory reporting duties were not performed, a DOJ Civil Rights complaint was filed alleging IDFPR violated state procedural law under color of state authority to shield a licensed cannabis operator.
